Democracies rarely collapse in a single dramatic moment. They erode slowly — through fear, loyalty tests, and the quiet normalization of power that was never meant to exist. Senator Jeff Merkley’s Ten Rules of Trump’s Authoritarian Playbook lays out that erosion with unsettling clarity, and it matches what many of us have been seeing with our own eyes.

The document states plainly:

“Authoritarianism isn’t down the street or around the corner – it is here right now.”

That line isn’t hyperbole. It’s a diagnosis.

The Constitution Has No “Invisible Ink”

One of the most striking passages in Merkley’s report describes the Supreme Court “finding ‘invisible ink’ in the Constitution” to expand presidential power. That metaphor captures a dangerous trend: reading into the Constitution powers that were never written, debated, or ratified.

The Constitution is a text — not a Rorschach test. Its meaning is not supposed to shift because a president demands it or a court fears the consequences of denying him.

This is where the oath of office matters.

Every federal employee swears an oath to support and defend the Constitution of the United States — not to a president, not to a party, and certainly not to a strongman. The oath is the firewall between constitutional governance and personal loyalty.

These aren’t theoretical concerns. They are documented actions.

The Crypto Thread Fits the Same Pattern

While Merkley’s report doesn’t explicitly discuss crypto, it does describe a pattern of:

  • manipulating administrative approvals
  • punishing institutions through regulatory leverage
  • centralizing executive control over financial systems

Any attempt to fold crypto into federal banking without congressional oversight would fit squarely under Rule Seven: Abuse Government Services and Rule Six: Steal Congress’ Power of the Purse.

The pattern is the point.

Merkley Leads Sweeping Legislation to Counter Trump’s Authoritarian Takeover of U.S. and Defend Our Democracy - Merkley

Washington, D.C. – Today, Oregon’s U.S. Senator Jeff Merkley unveiled the For Our Republic Act, a comprehensive legislative package to fight back against President Trump’s aggressive authoritarian takeover of American democracy.

The brand-new For Our Republic Act includes provisions to directly oppose Trump’s authoritarian playbook, including defending independent government watchdogs, protecting non-partisan civil servants, reasserting Congress’ power of the purse, fighting government corruption, strengthening free speech and civil liberties, and safeguarding free and fair elections.

“Authoritarianism isn’t down the street or around the corner—it is here right now,” said Merkley. “We have all three ingredients of a strongman state in the United States: a rubber-stamp Congress doing the President’s bidding; a deferential Supreme Court finding ‘invisible ink’ in the Constitution to enhance the President’s powers; and a power-hungry President behaving like a king, breaking the law and violating the checks and balances of our Constitution.

Merkley continued, “The For Our Republic Act lays out a clear roadmap of the actions Congress can take to fight back against Trump’s authoritarian takeover and reassert our authority. Together, let’s fight back and save our republic!”

The For Our Republic Act is co-sponsored by U.S. Senators Tammy Duckworth (D-IL) and Richard Blumenthal (D-CT).

“In a clear conflict of interest and gross abuse of power, Trump fired 17 Inspectors General within his first days in office so he could tap political allies to conduct oversight of his own Afministration—leaving these watchdogs to answer to the President before the American people,” said Duckworth. “First and foremost, Senate Democrats’ For Our Republic Act includes my legislation that would prevent stone-cold corruption like this, which have too often become the norm in the Trump Afministration.
